Hon. Muriel E. Bowser presented the release of the eighth Annual SBE Opportunity Guide, also known as the “2023 Green Book.” For the third year, the Green Book will be online, searchable, and interactive. The Green Book assists SBEs in navigating the local government procurement process by providing an agency-by-agency overview of SBE spending availability and allows SBEs to search for opportunities by industry.

“The Green Book is about leveraging the District’s procurement power to give more Washingtonians a fair shot,” said Mayor Bowser. “If we are intentional about working with local businesses, we keep DC dollars in DC. We also help those businesses expand; and when they expand, they train and hire more DC residents. And when they train and hire more DC residents, those residents can support their families and reinvest that money back into the District. All of that adds up to a fair shot for more DC residents, and that’s our real goal.”

At the 2022 DC Chamber of Commerce Annual Meeting and Chairman’s Inaugural Breakfast the Hon. Muriel E. Bowser announced the release of the Eighth Annual SBE Opportunity Guide, also known as the “2023 Green Book.”

Home Rule and Prosperity: Why The DC Chamber of Commerce and Business Leaders Must Take a Stand

The DC Chamber of Commerce strongly opposes any efforts to revoke the District of Columbia Home Rule Act, as doing so would have severe economic and business consequences. Enacted in 1973, the Home Rule Act established a locally elected mayor and council, providing stability and autonomy critical to fostering a pro-business environment. Any attempt to repeal this act threatens to destabilize governance, create uncertainty for businesses, and undermine decades of economic growth.
